Village of Richfield Springs

The Board of Trustees of the Village of Richfield Springs will conduct a public hearing on February 3, 2021 at 7:00 pm from the Village office building, located at 102 Main Street in Richfield Springs, New York. Under the current COVID-19 emergency/executive orders, this public hearing will not be physically open to the public at the Village office building.  The public may participate in the hearing via ZOOM and may submit written comments as described below. The purposes of the public hearing are to receive public comments on the Village of Richfield Springs community development needs and to discuss the possible submission of one or more Community Development Block Grant (“CDBG”) applications for the 2020 program year, including  application(s) for certain public infrastructure project(s) that would involve providing treated water to a number of residences in the Towns of Richfield and Springfield, currently receiving raw water from the Village, with a new main and pump station and repairs to the existing main at an estimated cost of $1,201,331. An eligible local government may be awarded up to $1,250,000 in grant funding under the CDBG 2020 program for qualifying public infrastructure projects. The CDBG program is administered by the New York State Office of Community Renewal (“OCR”), and may make available to eligible local governments approximately $20 million in total Federal funds for the 2020 program year for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.  

The Village office building located at 102 Main Street in Richfield Springs is accessible to persons with disabilities. (Please note, however, that this public hearing is being held via ZOOM in accordance with current COVID-19 emergency/executive orders.)  If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of translation from English, those individuals should contact Dayle Barra, Village Clerk at clerk@richfieldsprings.org or by telephone at (315) 858-1710, at least one week in advance of the hearing date to allow for necessary arrangements. Written comments may be submitted to Robin Moshier, Mayor, P.O. Box 271, Richfield Springs, New York 13439, mayor.moshier@richfieldpsprings.org until 5:00 pm on February 18, 2021.
